The newest member of President Rodrigo Duterte’s Cabinet is a fellow Dabawenyo and three-term congressman who took his oath as Cabinet Secretary earlier this month.
A lawyer who obtained his law degree from the Ateneo School of Law, Cabinet Secretary Karlo Nograles is a firm believer in the capacity of government to make a profound difference in the lives of our people, and is fully committed to using his new post to deliver on the President’s pledge to bring development to the regions outside Metro Manilaand to provide more economic opportunities for his kapwa probinsyano.
Just before joining the Cabinet, Sec. Nograles was the Chairman of the House Committee on Appropriations, which passed the 2017 and 2018 National Budgets in record time. As Appropriations chief, he also played acrucial role in obtaining funding for the following: the Free Higher Education Law, the increase in the salaries of our soldiers and policemen, free irrigation for our farmers, and the Coconut Farmers and Industry Development Trust Fund.
Aside from working to fund significant laws passed by the current administration, Sec. Nograles is the author of landmark legislation such as the Green Jobs Act, which is hailed by the International Labor Organization as a first of its kind in the world; the JobStart Philippines Act, which provides our countrymen with better access and opportunities for employment; and the Universal Access to Quality Tertiary Education Act, which provides for free tuition and exemption from other fees in state universities and colleges and local universities and colleges in the Philippines.
The secretary is also a multi-awarded legislator. He received the Golden Globe Awards for Excellence in Public Service in 2015 and 2016, and was also awarded the Outstanding Congressman Award in 2012 and again in 2015 by the prestigious international award giving body, Superbrands Marketing International.
Davao City born and bred, Sec.
